I’m going to go way out on a limb and say that is a kilt, not a skirt. With that said, I can say with 100% certainty that is not the attire worn in any Blue Lodge south of the Mason Dixon Line. I can also say with about 99% certainty that it is not worn in the Blue Lodges north of the Mason Dixon Line either.
