No, they hired a foreigner, who in turn went to Russia to collect info. I understand that Russia is involved in both cases, but in essence the difference is in the process by which the information is obtained and the level of foreign government involvement. In one case, the foreigners involved were working on behalf of the foreign government and offering stolen information. Their intent was obviously to influence the US elections.
In the other, the foreigner (non-Russian) was contracted to do the work and looked for info... in Russia. The process was started on this side, in other words, and it didn't directly involve the Russian government. It's possible Russian sources he spoke to were aware of what he was doing and were providing disinformation, sure. Steele even accounted for this in his report. But Steele himself wasn't an agent of the foreign government.
Even the Republicans in the House themselves cleared this up when they looked into the active measures campaign back in 2018. If you want all the details, you can read the report:

But here's the key excerpt with regard to Steele:

And to carry it one step further, I am in favor of changing the tech HB employees from temporary jobs to a five year program with the end goal of permanent citizenship. Again why train competitors.
