That is true, but you don’t need to be an expert in fracture mechanics to answer that question.  You just need a bachelor’s degree in mechanical engineering from a decent school.

It’s actually a Mohr’s circle question combined with basic strength of materials.  Probably some associates degree programs get that far, I dunno.
