    We will need Frank to fully adjudicate the question, but my understanding is US submarines (the best in the world) use steam turbines to roundy roundy.

    The Chinese use a steam->sparky spark->roundy roundy configuration.

    Both is the right answer with the technology and noise reduction of the sparky sparky advancing to the point where it will likely become the more dominant source of the power to the roundy roundy.

    The Chinese do have hot rock powered submarines FWIW.  However, their marching ability far out weighs their submarine prowess.
