I could envision how the "smaller" weights of drugs might be stolen. Struggling to see how 150 lbs. of marijuana could be taken, undetected, from law enforcement facility.During the time this occurred the Nebr Governor had sent about 25 NSP Troopers to Texas to protect the border, drug smuggling being one justification for doing so.
