If a person goes to culinary school, or is certified, they are technically a chef, by definition.They might absolutely suck at cooking. No guarantees.
If an untrained person is referred to as a chef out of respect by the staff, bc he (or she) is acting as a chef de cuisine, running the show etc etc, then they are a chef.If a person struts around demanding to be called “chef”, and neither of the two conditions above are met, they are an adze hole.Some people hang their hat on technicalities and gotchas.Some people show deference and respect.

Botch here: no mention of degrees, training, certificates or t-shirts. And regarding the term "professional", that means you got paid to do it. I am a professional musician, I've been paid to make noise for strangers for 38 years. Do I have a degree in Music? No. Do I have training, certificates, or t-shirts? Yes. Am I any good? Hell no.
Am I an engineer? Yes, I have 3 degrees, and that's the work I do (did). Am I a PE? No, that requires a test, that I've never taken, but wasn't required by the USAF, nor any guv'mint contractors; I'd probably need it to freelance, but that depends on the hiring organization._____________Remember when teachers used to say 'You won't have a calculator everywhere you go'? Dictionaries tell us general *usage*. Descriptive, not proscriptive.It is entirely possible to be (by way of example) correctly and properly referred to as an architect/engineer/chef/cobbler without being a *registered* architect/engineer/chef/cobbler.Flip side:
But it is a real legal issue if you refer to yourself *professionally* as an architect or registered engineer, and you are not.It’s all relative. It all depends on context.At a cocktail party, it’s easier for me to say “i’m an architect”. But I would not hang out my shingle as such (for a number of reasons).Buddy of mine thinks it’s a big deal he got registered as an architect and I didn’t. He has, in 30 years, designed nothing. I had maybe $2-3 billion of projects under my belt before I bagged it. Buildings I can walk into, drive by, and which aren’t in danger of collapsing.
He’s a “Registered Architect”. While I spent my time designing buildings and helping get them built.Also: I had zero liability.That was fifteen years ago. Now I don’t even play that game.My father was a “company engineer”. Not a licensed engineer.Which means he designed, drafted, manufactured, and tested semiconductors and their housings.And then some licensed engineer stamped the drawings.Proof of the pudding is under the crust.
