I'm willing to bet it's an Oxo handle, and the actual tool is missing; that would explain the corrugations, and the non-sharpened edge. Is there something else in your drawer that looks like it'd be hard to use?

Judy, while your idea to send to CI is good it probably will take no less than Christmas '17 for an answer. I still think a better solution is to email OXO technical support and label it a "Stumper Challenge"! Hey - they may even send you a reward for enlightening their mundane Monday! Here is something you may find useful. I have a few that I cook oysters on the egg with. They are convenient and I can get at least 2 dozen on my large egg each time. With luck I don't spill any of the liquid.SGH said:
