    "A federal judge yesterday blocked changes that the Trump administration made to a federal teen-pregnancy prevention program requiring recipients of federal grants to ensure their programs did not include content deemed to promote “radical indoctrination” or “gender ideology.” The judge said that the policy was “motivated solely by political concerns, devoid of any considered process or analysis.” Geoff Mulvihill reports for AP News.

    "An appeals court yesterday granted an administrative stay of a federal judge’s October 4 Temporary Restraining Order blocking the deployment of Oregon National Guards troops to Portland. A broader order from October 5 that prohibits any state’s National Guard from entering Portland remains in effect. Peter Charalambous reports for ABC News.

    A federal judge yesterday ruled that the Defense Counterintelligence and Security Agency must respond to the New York Times’ September 2024 FOIA request and produce a list of any security clearances granted to Elon Musk at that time. The court held that the DCSA’s failed to prove that the disclosure of a list of Musk’s clearances would be a “clearly unwarranted invasion of personal privacy.”"

    "Appeals court judges yesterday appeared sceptical of Oregon’s case that Trump did not have the authority to deploy National Guard troops to Portland during oral arguments. “What I’m struggling with is, the president gets to direct his resources as he seems fit, and it just seems a little counterintuitive to me that the City of Portland can come in and say ‘No, you need to do it differently,’” Judge Ryan Nelson said.     A federal judge yesterday temporarily blocked Trump from federalizing or deploying the National Guard from Illinois or any other state for use in Illinois for two weeks. The judge said that “there is overwhelming evidence submitted that the provocative nature of ICE’s enforcement activity, the repeated constitutional violations, has itself caused a significant increase in protest activity.” The judge added that her full written order will be made available today.     "A federal appeals court on Saturday 
    left in place the part of a lower court order barring the deployment of federalized National Guard troops to the Chicago area. The appeals court temporarily reversed the other part of the lower court’s order that blocked the White House from federalizing National Guard troops. “Members of the National Guard do not need to return to their home states unless further ordered by a court to do so,” the appellate court said in its brief order.     A federal judge yesterday ruled that the Homeland Security Department had violated a previous court order by imposing new immigration-related conditions that states must accept before receiving grant funding from the Federal Emergency Management Agency. The judge said that the “Defendants’ new condition is not a good faith effort to comply with the [original] order.” Nate Raymond reports for Reuters.

    "A federal judge yesterday ordered the Trump administration to issue no further Reduction in Force notices during the government shutdown and to take no further action to enforce RIF notices issued since October 10. The judge said that the early evidence suggested that the Office of Management and Budget had taken advantage of the shutdown to “assume all bets are off, that the laws don’t apply to them anymore and they can impose the structure that they like.” Tony Romm reports for the New York Times; Hassan Ali Kanu reports for POLITICO.

    A federal judge yesterday dismissed a lawsuit filed by 22 young people alleging that three of Trump’s executive orders on energy and the environment had violated their constitutional rights.     A unanimous federal appeals court panel yesterday issued a preliminary ruling upholding a lower court decision from October 8 to block the Trump administration from deploying National Guard troops to the Chicago area. Mattathias Schwartz reports for the New York Times.

    A federal judge in Chicago yesterday ordered federal agents to wear body cameras and for the director of ICE’s Chicago field office to appear in court on Monday morning. The judge said that she was “profoundly concerned” that federal agents might have violated her earlier court order setting limits on federal agents’ use of tear gas and requiring them to give protesters a dispersal warning. “The field director is going to explain to me why I am seeing images of tear gas being deployed,” she said.     A federal judge yesterday issued a permanent injunction blocking the Trump administration from cutting $34 million in anti-terrorism funds for New York’s transit system. The judge said that the move by the Homeland Security Department to revoke the money on September 30 was “arbitrary, capricious, and a blatant violation of the law.” Shayna Jacobs reports for the Washington Post.

    The U.S. Court of Appeals for the Ninth Circuit ruled on Monday that the Trump administration’s deployment of the National Guard to Portland, Oregon can proceed. The decision lifted a temporary block on the deployment, which had been placed on it by Judge Karin Immergut of the Federal District Court for the District of Oregon. Judges Bridget Bade and Ryan Nelson, both Trump appointees, acknowledged that some of the protests have been peaceful, but wrote that some have turned violent. In a dissent, Judge Susan Graber, an appointee of President Bill Clinton, disputed this characterization of the situation in Portland. She wrote that “Today’s decision is not merely absurd, it erodes core constitutional principles,” including state control over the National Guard and the First Amendment right to assemble and protest. Within a few hours of the decision, another Circuit judge called for a larger group of the Ninth Circuit judges to reconsider the panel’s decision (en banc).     Illinois officials are asking the U.S. Supreme Court “to leave in place a lower court order blocking the Trump administration from deploying National Guard troops in the Chicago area in a case with implications for the use of state-based military forces in other American cities,”  Ann E. Marimow reports for the New York Times. On Friday, the Trump administration asked the Supreme Court to allow it to move ahead with the deployment while the lower courts “consider the city and state’s lawsuit challenging the legality of the move.” The Supreme Court’s decision could come as early as this week.

    On Monday, lawyers for former FBI Director James Comey asked the judge to dismiss the Justice Department’s case against him, calling it a vindictive and selective prosecution. They also said that Trump’s pick for interim U.S. attorney for the Eastern District of Virginia, Lindsey Halligan, is serving unlawfully in the role. The Washington Post reports.

    Halligan initiated a long text exchange with Lawfare’s Anna Bower and then insisted that the entire conversation was off the record. Bower with the account at LawfareFani Willis, the prosecutor who brought charges against Trump for election interference in Georgia, is now being scrutinized by the Justice Department for a trip she took to the Bahamas. The New York Times reports."

    Appeals court judges voted yesterday to reconsider a decision that lifted a temporary block on the federal deployment of the National Guard to Portland. The 3-judge panel decision, dated October 20, has been vacated and the matter sent to a panel of 11 judges for reconsideration.     A federal judge yesterday ordered Customs and Border Protection Commander Gregory Bovino to procure a body camera and meet with her every weekday to provide updates on operations in Chicago.     An appeals court yesterday granted the Justice Department’s motion for a stay on an order directing Customs and Border Protection Commander Gregory Bovino to appear before a federal judge every weekday to provide updates on immigration operations in Chicago.     Tonight on the news traitor was bragging about his agreement with the Chinese, who have agreed to buying 12M tons of soybeans this year.  It was mentioned that China is the primary market for US soybeans.  
    I asked Siri how many tons of soybeans are grown annually, and got this answer:

    Okay, that's better.  Last year we sold 22M tons of soybeans to China, this year, nothing, until this week's agreement, where they'll buy 12M tons of US soybeans.  
     
    If you were a soybean farmer, would you see that as a victory?  
     
    I own a parcel of land in MN, and rent it out to a local farmer.  I did get a rent payment last week, so he hasn't gone hungry yet, but I got another letter from him yesterday, and have been scared to open it; I'm hoping its a rental agreement for '26, and not a "I can't do this anymore" letter.

    "A federal judge in Rhode Island on Friday ordered the Trump administration to use an existing emergency reserve to pay for the Supplemental Nutrition Assistance program from November 1, when the SNAP budget was set to run out.
