    Monday Russia-Ukraine update:

    "Russia has assembled a force of 50,000 soldiers in preparation for a Russian-North Korean offensive intended to reclaim territory seized by Ukraine in the Kursk region, U.S. and Ukrainian officials say. Julian E. Barnes, Eric Schmitt, and Michael Schwirtz report for the New York Times.

    Russia and Ukraine carried out their largest drone attacks against each other since the start of the war over the weekend, with drones targeting Moscow forcing flights to be diverted from the capital’s airports. Alex Boyd reports for BBC News.

    In the last 48 hours, Russia fired 145 drones at Ukraine, according to Ukrainian President Volodymyr Zelenskyy, more than any previous single nighttime attack during the conflict.

    "Ukrainian President Volodymyr Zelenskyy said yesterday that Ukrainian troops “continue to hold back” the “nearly 50,000-strong enemy group” in Kursk.

    North Korea has ratified a mutual defence treaty with Russia – signed by the two countries’ leaders in June – which calls for each side to come to the other’s aid in case of an armed attack, North Korea’s state media, KCNA, said on Tuesday.

    The Kremlin dismissed reports that United States President-elect Donald Trump had spoken to Russian President Vladimir Putin as “pure fiction.” The denial comes after anonymous sources claimed Trump had told Putin on a call that Moscow should not escalate its war in Ukraine.

    The European Union has supplied Ukraine with more than 980,000 shells for the war and plans to pass the 1 million mark by the end of this year, EU foreign policy chief Josep Borrell said."

    "The United States will keep supplying military aid to Israel after assessing that the country is not in violation of U.S. law, a State Department spokesperson said yesterday, after the Biden administration’s deadline for improving the Gaza aid supply expired.     Two U.S. Navy destroyers successfully fended off a significant multi-pronged attack while navigating the Bab-el-Mandeb Strait on Monday.

    Pentagon Press Secretary Maj. Gen. Pat Ryder confirmed the incident on Tuesday, stating that the Arleigh Burke-class guided missile destroyers USS Stockdale and USS Spruance repelled a barrage of drones and missiles, including “at least eight one-way attack uncrewed aerial systems (UAVs), five anti-ship ballistic missiles, and three anti-ship cruise missiles.”

    The coordinated assault, which occurred on November 11, was thwarted without any damage to the vessels or injuries to personnel."

    Wednesday Russia-Ukraine update:

    "Ukraine has received a $1.35 billion humanitarian and social program grant from the United States, the country’s prime minister said today. Olena Harmash reports for Reuters.

    Blinken yesterday left for Brussels to meet with NATO and European officials to discuss Ukraine’s war against Russia, the State Department said. Michael Crowley reports for the New York Times

    Ukraine shot down 46 of 110 Russian drones launched overnight, the Ukrainian Air Force said. An additional 60 Russian drones were lost in Ukrainian airspace and two travelled towards Belarus. Russian forces also launched three missiles during the overnight attack, in addition to guided aerial bombs, the Air Force said.

    Russian air defence systems destroyed 13 Ukrainian drones overnight in regions bordering Ukraine, Russia’s Ministry of Defence said.

    North Korean troops have begun engaging in combat alongside Russian forces, the United States State Department said. Spokesperson Vedant Patel said that more than “10,000 DPRK [North Korean] soldiers have been sent to eastern Russia”, the vast majority to the Kursk region, where they have “begun engaging in combat operations with Russian forces”."

    The Task for Europe

    “Europeans should pay Donald Trump the compliment of believing what he does and says, not what they desperately want to hear,” Phillips Payson O’Brien writes for The Atlantic. “He has clearly indicated that he wants the United States out of the Ukraine war as soon as possible.”
     
    That means European capitals must step up support for Kyiv. And there’s plenty they can do, O’Brien writes, for instance “by openly deploying their forces at least to western Ukraine. They could take over air-defense responsibilities—shooting down Russian missiles and drones without directly killing Russian soldiers. European forces could also openly assist in training Ukrainian forces in Ukraine and assist with air defense and training. Moves like these will reassure the Ukrainian people that they are not alone if the U.S. withdraws—and that their future is in Europe.”
     
    Europe has been plagued by lackluster defense cooperation for decades, and Trump’s reentry into the White House will make improvement an urgent task. The EU can expect trade friction with Trump’s administration. Broadly speaking, “Europeans need to get their own house in order,” Sophia Besch and Liana Fix write for Carnegie’s Emissary blog. “They must unite rather than scramble to individually win Trump’s favor and, in the process, lose any collective leverage they may have. … Europeans have a tendency to feel morally superior to the United States, especially with Trump at the helm. However, this time, Europeans will have to get their hands dirty. They now must consider their strengths, have their opening offers ready, and avoid rushing to give up all leverage immediately. It’s going to be a long four years.”

    "German Chancellor Olaf Scholz called Russian President Vladimir Putin for the first time in nearly two years and urged Moscow to pull its forces from Ukraine and begin talks with Kyiv.The Kremlin described the call as a “detailed and frank exchange of views over the situation in Ukraine”. It said Putin told Scholz that any agreement to end the war should “proceed from the new territorial realities and, most importantly, address the root causes of the conflict”.

    Ukrainian President Volodymyr Zelenskyy criticised Scholz’s phone call with Putin, saying it opened a “Pandora’s box” that undermined efforts to isolate the Russian leader and end the war in Ukraine with a “fair peace”. “This is exactly what Putin has long wanted: it is extremely important for him to weaken his isolation and to conduct ordinary negotiations,” he said.

    "Ukraine’s military said its air defence units were trying to repel a Russian air attack on the capital. The Reuters news agency reported that a residential building was on fire after it was hit by Russia.

    Ukrainian President Volodymyr Zelenskyy visited the eastern front-line towns of Pokrovsk and Kupiansk as Kyiv marks 1,000 days since the start of Russia’s full-scale invasion.

    The world’s chemical weapons watchdog said it found traces of tear gas in samples taken last month on the front line with Russia in Ukraine’s Dnipropetrovsk region. The team was not mandated to assign blame, but Ukraine and the US have claimed Russia has illegally deployed tear gas to clear trenches.

    ATACMS comments across the spectrum:

    The United States said Russia is escalating its war in Ukraine by deploying North Korean troops after the Kremlin warned Washington it was adding “fuel to the fire” by allowing Kyiv’s forces to strike far into Russia with US-made weapons.

    Russia’s Ministry of Foreign Affairs reiterated that Ukraine’s use of long-range missiles to attack Russian territory would mark a radical escalation of the conflict, triggering “an adequate and tangible” response.

    Changes to Russia’s nuclear doctrine have been drawn up and just need to be formalised, according to Dmitry Peskov, the Kremlin’s press secretary.

    French President Emmanuel Macron said US President Joe Biden’s administration made a “good decision” to allow Ukraine to use US-made weapons to strike inside Russia.

    Minister of Foreign Affairs Jean-Noel Barrot also signalled that allowing Kyiv to strike military targets inside Russia remained an option for France, which has provided long-range missiles to Ukraine.

    Polish President Andrzej Duda said the decision to allow Ukraine to use US-made weapons to strike deep into Russia may be a decisive moment in the war.

    A German government spokesperson said Berlin is sticking with its decision not to provide long-range missiles to Ukraine despite Washington’s move.

    Slovakian Prime Minister Robert Fico said he strongly opposes the US’s decision, calling it an “unprecedented escalation of tensions” aimed at thwarting peace negotiation.

    Hungarian Foreign Minister Peter Szijjarto also labelled the move “astonishingly dangerous”.

    EU foreign policy chief Josep Borrell said he hopes the bloc can agree to allow Ukraine to use arms to strike inside Russia. He also expressed concerns about reports of Iran, North Korea and China producing and supplying weapons systems to Russia for its war in Ukraine."

    "Developing: Ukraine’s military used British-supplied cruise missiles to strike targets inside Russia for the first time, Bloomberg reported Wednesday, citing parts of the Storm Shadow missiles that were allegedly spotted in Russia’s Kursk region this week. If confirmed, the action follows Ukraine’s recent use of U.S.-provided long-range missiles to strike Russian targets in the Kursk region as well. 

     Worth noting: Few observers believe these long-range authorizations and strikes will alter the course of the war. In fact, as Jack Watling of the London-based Royal United Services Institute wrote on Tuesday, “Ukraine fired the majority of the UK’s Storm Shadow arsenal at Russian deep targets in 2023 yet failed to degrade Russian command and control to a level that the Ukrainian military could take advantage of.” What they could lead to, however, are “exploitable opportunities in Russia’s defenses,” said Watling. “The question is whether the Ukrainian military is capable of exploiting the gap created.”

    Saturday Russia-Ukraine update:

    "Russian President Vladimir Putin has promised more combat test-firing of an experimental hypersonic missile – the Oreshnik – which was launched at Ukraine on Thursday.

    Ukraine is seeking updated air defence systems from its allies in response to the new threat from Russian hypersonic missiles, Ukraine’s President Volodymyr Zelenskyy said.

    Experts believe the Oreshnik can fly at 10 times the speed of sound and may be able to strike targets up to 5,500km (3,400 miles) away.

    General Sergei Karakayev, head of Russia’s Strategic Missile Forces, said the Oreshnik could reach targets across Europe and be fitted with nuclear or conventional warheads.

    China’s Foreign Ministry repeated calls for “calm” and “restraint” in the war after Russia confirmed it had fired a new ballistic missile at Ukraine.

    Zelenskyy said in his nightly address that Russia’s escalation of the conflict was making a mockery of international calls for de-escalation. “From Russia, this is a mockery of the position of states such as China, states of the Global South, some leaders who call for restraint every time,” he said.

    Polish Prime Minister Donald Tusk expressed the alarm felt by some over the latest development in Russia’s war on Ukraine. “The war in the east is entering a decisive phase. We all know this,” he said. “The events of the last several dozen hours show that the threat is very serious and real when it comes to global conflict.”

    German Chancellor Olaf Scholz described the use of the hypersonic missile as a “terrible escalation, just like the use of North Korean soldiers, who are now being deployed and dying in this war for Putin’s imperial dream.”

    NATO and Ukraine will hold emergency talks on Tuesday after Russia launched an attack with the experimental, hypersonic ballistic missile.

    A source in the Ukrainian military said Russian forces are advancing by “200-300 metres a day” near the Ukrainian hub of Kurakhove in the eastern Donetsk region. The source described the situation as “worse” than around the town of Pokrovsk, also a key prize for Russia."

    Sunday Russia-Ukraine update:

    "Ukraine has lost more than 40 percent of the territory in Russia’s Kursk region that it rapidly seized in a surprise incursion in August as Russian forces have mounted waves of counterassaults, a senior Ukrainian military source told the Reuters news agency.
