i have actually never even seen one of these, ours are inside, and now can been read from a moving car. outside we just have a shutoff valve 40 inches deep in the ground, mines under the hot topped road somewhere

Update: Ended up finding a key at a local "water supply house". Went to unlock the lid and as @alaskanassasin said, it was unlocked. Actually the locking mechanism was broken. Turns out the meter reader was off on his/her entry by +10k gals. I am just refreshed in knowing that I don't have a leak beneath the slab. . As others have stated, ours are read electronically in Lafayette. I often wonder how accurate they are. Glad your situation resolved itself
