Good thing they do not care about grocery stores. They have the police and store security escort out people everyday, loitering and begging for money.
I have been to a major chain store twice in the past week, and watched them approach a person, in the store, and ask them to leave.
When any issue flairs up, the police are called immediately.
Then they take them out to the car, in cuffs.

I have business meetings and networking meetings all the time in coffee shops. Sometimes I buy something, sometimes I don't. I also have to wait for my client to show up...sometimes for 30 minutes or so. I am on my computer using their wifi and not buying a thing.
