As the late Tip O' Neill said, "all politics is local."  That is definitely at play here.  Why do anything that will impact my reelection bid, never mind what's good for the country.  
Spineless across the board comes to mind.

I read it only affected monthly memberships, which i didn’t even know they had, but annual fees are supposed to remain the same, for now...
