    There is an HOA for the hood. I think they turn a blind eye for a couple reasons. First, the stump is not technically on her property, and would be the HOA's responsibility to remove. Secondly, there is a hikeing trail thru some wooded areas, and she makes all kind of Forrest art along the path. It draws usage of the annenity......Which they love.

    ....Oh and Brent is prob right.....If they let me in, well you get the point.
