@MaskedMarvel obviously if you could remove the face of the cabinet it would be easier but still possible in situ.
1. Put up a guide (straight edge) and use a flush cut router bit with a pilot bearing guide for the horizontal cut. Or, use a rail saw (less common tool).
2. For the vertical cut, a Japanese style flush cut hand saw will do a perfect job. ($20)______________________________________________I love lamp.. -

@MaskedMarvel Make sure you do not remove anything that is supporting the bottom shelf in the cabinet. It is likely that the bottom plywood is set in a groove on the frame. You "should" be ok taking off half of the 1" of material that is there. Just look it over carefully before you cut and decide for yourself if there will be enough structure left.
There is also a chance that there may be some small pin nails or screws in the way.
