Walmart has the 30 pound bags of RO lump for $15.... don't know if it's the American Flag version or not though.

Interesting charcoal listings at walmart.com. They have several RO selections, including the 30 lb, but they don't show a price for 30 or 16. They also have a RO XL version, whatever that is. For both, it just says In-store Purchase Only, but when you click on the item from the search page, it says store pickup not available, shipping not available. And no price there either. Maybe it's just my store that doesn't stock it and they're out of stock online.

They now sell Rockwood for $22.99. Well, it's shipped and sold by someone else, but it's on walmart's site. Along with Fogo, Blue's Hog, B&B, KJ and others. Sorry, I didn't see any Ozark Oak, LOL.
