a very good friend of mine found this at his grandpas house, he was a plumber and a general maintenance man at some of the local factories

IDK, but prolly some sort of crimping tool. Like they use today for metal strap banding and the like. Could have been specific to a brand or device.

Something my bother-in-law dentist used to extract a tooth from my mouth a couple years ago.

Piney while I can't say with 100% accuracy, it looks real similar to the pliers we used years ago to crimp hydraulic lines to the pump on International Harvester combines.
Location- Just "this side" of Biloxi, Ms.
