China is ahead of us in several things. They steal all available US and European research then throw a couple of hundred million well educated and well funded engineers at it to polish off the end product. Not having to worry about the EPA, patent laws, NIMBYs, or research funding helps.

I’ll start worrying about them when they stop sending their very best students here to study.

This is only 1/3rd snark, 2/3rds actual question: how many of them can/do choose to stay?  
In my ISU classes '78-'80, one quarter of the Aero E students were named Abdul, and another quarter Abdullah.  To my knowledge they almost 100% went back home.  No idea what the numbers are now.

I haven’t tried to track it down, @Botch but that’s probably publicly available info somewhere.  

Anecdotally in terms of the international PhD students I’ve personally advised and worked with  over the years, the vast majority have actually remained in the US.    But I work at an R1 institution so my experience likely isn’t representative.
