4) If someone inserts an OT comment into an on-topic thread on the main board, people just ignore it or tell the poster to pick it up elsewhere

If you want people to see your posts, then label OT, and put on main forum. People can just ignore OT threads they don't care about. Seems to have worked well so far. Not sure when we went off the rails.
