Life mysteries......WTF Identification of vernon, rodent, insect........dead persons ashes?

In the corner of my garage I have a mystery that has been evolving over the last couple of months. Seeing how most of you are into identification and grilling....thought you may be of some help with what this might be. First, the garage sits on a slab (obvious), and the exterior of the area is filled in with pavers and hardened sand. The inside and out is covered by hardened substance. 
 
At first look you might say: Ha Robin, why you dumping your ash in the garage? Well let me just get this out of the way....that ain't it. This is not leakage either from the Rockwood as you can see from the color. So here are a few questions if you have read down this far?

  • Any clue what would do this type of thing?
  • How can I get it to put it back so I don't have to clean it up?
  • How do I make it stop?
  • If it is catch-able and you know what it is, can it be cooked and consumed?
  • How have you prepared it yourself ? direct/ indirect? Low and slow? sear?
