SRF - Brisket

Need help.....started a 15lb brisket this morning at 7am, dome temp@250 and cooked to a internal temp 170. Wrapped in foil and will cook until 200 internal temp but i have stalled. My temp is down to 144 and dropping...i have all my vents wide open and a cyber q watching and controlling. 

what am i doing wrong????
