What does follow mean?

Are you notified when someone you are following posts any comment or just when they start a new thread? I can't seem to locate any information on that follow feature.

I tried to follow Steven but he lost me in the crowd.

I think it means you have an active thread. Notice when you click on a thread, and return in a couple hours - there is a notification on how many new comments there are. If my theory is correct, you are a follower of that thread.
