In my experience in Colorado, what is on the ballot isn't always enough to understand what you're voting on, but the official voter guide can help and usually I just hit the internet and find the resources that report on which organizations are for the bill, which aren't and what their positions are.THANK YOU FOR YOUR ATTENTION TO THIS MATTER -
In Georgia, the proponents get to write the questions so they are heavily biased.

@Legume completely captured the obfuscation with any ballot amendment prose. No chance any would offer in layman terms so the voter could get it on the first read. Unless a very sensitive issue most voters don't care or will pass.
Besides here in fly over country the amendments are hidden on page 2.
