    The Rise of the Brutal American -The Atlantic-

    This is how the bad guys act.


    A book festival in Vilnius, meetings with friends in Warsaw, a dinner in Berlin: I happened to be at gatherings in three European cities over the past several days, and everywhere I went, everyone wanted to talk about the Oval Office performance last Friday. Europeans needed some time to process this event, not just because of what it told them about the war in Ukraine, but because of what it told them about America, a country they thought they knew well.

    In just a few minutes, the behavior of Donald Trump and J. D. Vance created a brand-new stereotype for America: not the quiet American, not the ugly American, but the brutal American. Whatever illusions Europeans ever had about Americans—whatever images lingered from old American movies, the ones where the good guys win, the bad guys lose, and honor defeats treachery—those are shattered. Whatever fond memories remain of the smiling GIs who marched into European cities in 1945, of the speeches that John F. Kennedy and Ronald Reagan made at the Berlin Wall, or of the crowds that once welcomed Barack Obama, those are also fading fast.

    Quite apart from their politics, Trump and Vance are rude. They are cruel. They berated and mistreated a guest on camera, and then boasted about it afterward, as if their ugly behavior achieved some kind of macho “win.” They announced that they would halt transfers of military equipment to Ukraine, and hinted at ending sanctions on Russia, the aggressor state. In his speech to Congress last night, Trump once again declared that America would “get” Greenland, which is a part of Denmark—a sign that he intends to run roughshod over other allies too.

    These are the actions not of the good guys in old Hollywood movies, but of the bad guys. If Reagan was a white-hatted cowboy, Trump and Vance are Mafia dons. The chorus of Republican political leaders defending them seems both sinister and surprising to Europeans too. “I never thought Americans would kowtow like that,” one friend told me, marveling.

    The Oval Office meeting, the subsequent announcements, and the speech to Congress also clarified something else: Trump, Vance, and many of the people around them now fully inhabit an alternative reality, one composed entirely of things they see and hear in the ether. Part of the Oval Office altercation was provoked by Zelensky’s insistence on telling the truth, as the full video clearly shows. His mistake was to point out that Russia and Ukraine have reached many cease-fires and made many agreements since 2014, and that Vladimir Putin has broken most of them, including during Trump’s first term.

    It’s precisely because they remember these broken truces that the Ukrainians keep asking what happens after a cease-fire, what kind of security guarantees will be put in place, how Trump plans to prevent Putin from breaking them once more and, above all, what price the Russians are willing to pay for peace in Ukraine. Will they even give up their claims to territory they don’t control? Will they agree that Ukraine can be a sovereign democracy?

    But Trump and Vance are not interested in the truth about the war in Ukraine. Trump seemed angered by the suggestion that Putin might break deals with him, refused to acknowledge that it’s happened before, falsely insisted, again, that the U.S. had given Ukraine $350 billion. Vance—who had refused to meet Zelensky when offered the opportunity before the election last year—told the Ukrainian president that he didn’t need to go to Ukraine to understand what is going on in his country: “I’ve actually watched and seen the stories,” he said, meaning that he has seen the “stories” curated for him by the people he follows on YouTube or X.

    Europeans can also see that this alternative reality is directly and profoundly shaped by Russian propaganda. I don’t know whether the American president absorbs Russian narratives online, from proxies, or from Putin himself. Either way, he has thoroughly adopted the Russian view of the world, as has Vance. This is not new. Back in 2016, at the height of the election campaign, Trump frequently repeated false stories launched by Russia’s Sputnik news agency, declaring that Hillary Clinton and Obama had “founded ISIS,” or that “the Google search engine is suppressing the bad news about Hillary Clinton.” At the time, Trump also imitated Russian talk about Clinton starting World War III, another Russian meme. He produced a new version of that in the Oval Office on Friday. “You’re gambling with World War III. You’re gambling with World War III,” he shouted at Zelensky.

    But what was ominous in 2016 is dangerous in 2025, especially in Europe. Russian military aggression is more damaging, Russian sabotage across Europe more frequent, and Russian cyberattacks almost constant. In truth, it is Putin, not Zelensky, who started this conflict, Putin who has brought North Korean troops and Iranian drones to Europe, Putin who instructs his propagandists to talk about nuking London, Putin who keeps raising the stakes and scope of the war. Most Europeans live in this reality, not in the fictional world inhabited by Trump, and the contrast is making them think differently about Americans. According to pollsters, nearly three-quarters of French people now think that the U.S. is not an ally of France. A majority in Britain and a very large majority in Denmark, both historically pro-American countries, now have unfavorable views of the U.S. as well.

    In reality, the Russians have said nothing publicly about leaving Ukrainian territory or stopping the war. In reality, they have spent the past decade building a cult of cruelty at home. Now they have exported that cult not just to Europe, not just to Africa, but to Washington too. This administration abruptly canceled billions of dollars of food aid and health-care programs for the poorest people on the planet, a vicious act that the president and vice president have not acknowledged but that millions of people can see. Their use of tariffs as random punishment, not for enemies but for allies, seems not just brutal but inexplicable.

    And in the Oval Office, Trump and Vance behaved like imperial rulers chastising a subjugated colony, vocalizing the same disgust and disdain that Russian propagandists use when they talk about Ukraine. Europeans know, everyone knows, that if Trump and Vance can talk that way to the president of Ukraine, then they might eventually talk that way to their country’s leader next.'

    Thursday Middle East update:

    "Trump has issued what he said was a “last warning” to Hamas to release all of the hostages in Gaza immediately, adding that he would send Israel “everything it needs to finish the job” if Hamas “don’t do as I say.” In response, Hamas said that Trump’s threat is only encouraging Israel to evade a ceasefire deal. Kit Maher, Michael Rios, and Mick Krever report for CNN.

    The United States has been holding unprecedented direct talks with Hamas over the release of U.S. hostages in Gaza and the possibility of a deal to end the war, sources told Axios. Barak Ravid reports. 

    Israel’s far-right Finance Minister, Bezalel Smotrich, met with U.S. Treasury Secretary Scott Bessent yesterday. In a statement, Smotrich highlighted the “importance” of the meeting after four years of no ministerial-level meetings between the U.S. Treasury and the Israeli government under the Biden administration.     Israel has outlined a plan to directly control all humanitarian aid entering and distributed inside Gaza, according to agencies briefed on the initiative. Under the plan, which aid agencies say they are unlikely to cooperate with as it stands, only one entry point from Israel into Gaza would remain open.     Thursday Russia-Ukraine update:

    "The United States has paused intelligence sharing with Ukraine alongside a military aid freeze, in what officials say is part of a pressure campaign to force Ukraine’s government to cooperate with President Trump’s plans to end the war with Russia. White House National Security Adviser Mike Waltz said yesterday the suspension will continue until a date is confirmed for peace talks with Russia. Julian E. Barnes, Michael Shwirtz, Eric Schmitt, and Adam Entous report for the New York Times; Barak Ravid reports for Axios.

    France will consider protecting European allies with its nuclear arsenal, French President Emmanuel Macron said yesterday, while warning that Europe must be ready for the United States to not “remain by our side” in the Russia-Ukraine war. France’s defense minister also said yesterday that Paris is offering intelligence to Ukraine. Joseph Ataman and Jessie Yeung report for CNN.

    Ukrainian President Volodymyr Zelenskyy has arrived in Brussels for a summit with European leaders. President of the European Commission, Ursula von der Leyen, called the summit “a watershed moment for Europe,” adding that “Ukraine is part of that family.” BBC News reports.

    Ukraine’s Air Force said it shot down 115 of 181 Russian drones targeting Ukraine in an overnight attack. According to a military statement, an additional 55 drones were lost and failed to reach their targets. The fate of the remaining 11 drones was not disclosed.

    Kremlin spokesperson Dmitry Peskov said Ukrainian President Volodymyr Zelenskyy’s letter to United States’ President Donald Trump expressing willingness to negotiate is a “generally positive” sign. However, Peskov questioned the practicality of negotiations, citing a 2022 presidential decree banning negotiations with Russian President Vladimir Putin.

    Putin announced that Russia has completed issuing Russian passports to Ukrainian citizens in Moscow controlled territories of Luhansk and Donetsk, Kherson and Zaporizhzhia regions. Internal Minister Valdimir Kolokoltsev said 3.5 million people had been naturalised. Kyiv has branded this an illegal attempt to scrub the area of its Ukrainian identity."

    Friday Middle East update:

    "In a recent meeting with Hamas negotiators, the United States has floated a deal involving the exchange of the last remaining U.S. citizen held hostage by Hamas and a number of other living captives in exchange for a two month extension to the Gaza ceasefire and a resumption of humanitarian aid to the enclave, sources say. Karen DeYoung reports for the Washington Post.

    The Trump administration’s cuts to the U.S. Agency for International Development (USAID) have frozen millions of dollars in contractual payments to aid groups operating in Gaza, leaving the agencies paying millions out of pocket to preserve the ceasefire, USAID officials say.     At least 70 people were killed and dozens wounded in overnight skirmishes between Syria’s new authorities and gunmen loyal to the former Assad regime in Latakia and Tartous provinces, according to the Syrian Observatory for Human Rights. Earlier on Thursday, Assad loyalists killed 16 security personnel in the deadliest attack yet on Syria’s new security forces. Christina Goldbaum reports for the New York Times."

    Friday Russia-Ukraine update:

    "Senior U.S. and Ukrainian officials are planning to meet next week in Saudi Arabia to discuss the path to ending the war in Ukraine, Trump and President Volodymyr Zelenskyy confirmed. Luke Broadwater and Marc Santora report for the New York Times.

    Russia has launched a fresh wave of strikes on Ukraine overnight, injuring at least 18 people and damaging energy infrastructure, according to local Ukrainian authorities. A Russian missile that hit a hotel in Ukraine late on Wednesday killed at least four people and injured more than 30 others, Zelenskyy said. Vitaliy Shevchenko reports for BBC News; Marc Santora reports for the New York Times.

    Trump yesterday confirmed he is considering whether to revoke temporary legal status for some 240,000 Ukrainians in the United States who fled the conflict with Russia. According to an internal ICE email seen by Reuters, the move would potentially put Ukrainians on a fast-track for deportation.     Ukraine said that Russia had launched at least 58 missiles and 194 drones in an overnight barrage targeting energy facilities across the country.  The air force said it had downed 34 of the missiles and 100 drones, adding that it had deployed French Mirage fighters jets for the first time to repel the Russian barrage.

    Kremlin spokesman Dmitry Peskov said US Secretary of State Marco Rubio’s view of the Russia-Ukraine war being a Russia-US war by proxy is in line with Putin’s assessment as well.

    Russian Foreign Minister Sergey Lavrov told state news agency RIA Novosti that Macron’s suggestion to discuss placing European allies under France’s nuclear protection posed a threat to Russia.  Lavrov said deploying European peacekeeping troops to Ukraine would be regarded as NATO’s official involvement in the war between Ukraine and Russia."

    Saturday Russia-Ukraine update:

    "Ukraine’s President Volodymyr Zelenskyy said he was working with the United States to “accelerate peace”.

    “We will do a lot of work here in Europe, with the US, and in Saudi Arabia – we are preparing a meeting to accelerate peace and strengthen the foundations of security,” he wrote on X on Friday night.

    “Today, intense work with President Trump’s team has been ongoing at various levels – numerous calls. The topic is clear – peace as soon as possible, security as reliably as possible. Ukraine is fully committed to a constructive approach.”

    On Friday, Trump told reporters that it was “easier” to deal with Russia to secure an end to the three-year-long war than Ukraine, but he had said earlier that he was “strongly considering” sanctions on Russia due to its attacks.

    Ukrainian Foreign Minister Andrii Sybiha spoke to his US counterpart, Secretary of State Marco Rubio, before the planned Ukraine-US negotiations in Saudi Arabia.

    During the call, Sybiha wrote on X on Friday that the two officials discussed the upcoming meeting and ways to “advance our bilateral cooperation”.

    Zelenskyy is expected to arrive in Saudi Arabia on Monday to talk to Crown Prince Mohammed bin Salman."

    Sunday Russia-Ukraine update:

    "A Ukrainian drone hit an industrial facility overnight in Russia’s Volga River region of Chuvashia, some 1,300km (800 miles) from the border with Ukraine, the regional governor said on Sunday. There were no casualties in the strike, which was one of the deepest yet into Russia by a Ukrainian drone.

    Russian authorities said air defence units destroyed 88 Ukrainian drones overnight, with no injuries or other damage reported. The Defence Ministry said 52 of the drones were destroyed over the border region of Belgorod, 13 over the Lipetsk region and nine over the Rostov region.

    Ukraine’s air defences shot down 73 of 119 drones launched by Russia in an overnight attack, the air force said.

    President Volodymyr Zelenskyy said Ukraine is “fully committed” to having a constructive dialogue with the representatives of the United States in Saudi Arabia on Monday.

    Trump’s special envoy, Steve Witkoff, said he was in discussions with Ukraine for a framework deal to end the three-year war with Russia.

    Prime Minister Anthony Albanese said Australia would consider taking part in a peacekeeping mission in Ukraine, but stressed it was too early for any deployment.

    Monday Russia-Ukraine update:

    "Russia is advancing in Kursk, with Ukraine struggling to retain its sole territorial bargaining chip in the conflict as Russian and North Korean troops seized territory in recent days, according to soldiers in the area. Separately, Ukrainian soldiers and military analysts say Kyiv has stalled Moscow’s offensive in the Donetsk region in recent months and started to win back small patches of land.     Monday Middle East update:

    "Israel has cut off the electricity supply to Gaza, disconnecting power to a desalination plant producing drinking water for part of the territory, officials said yesterday. A Hamas spokesperson called the decision part of Israel’s “starvation policy.” Melanie Lidman and Samy Magdy report for AP News.

    Israel’s defense ministry will open an office to manage the mass displacement of Palestinians from Gaza to other countries, Finance Minister Bezalel Smotrich said yesterday.     Israel and Hamas on Saturday signaled they were preparing for the next phase of Gaza ceasefire negotiations, with Prime Minister Benjamin Netanyahu's office announcing that Israeli negotiators will travel to Doha today and Hamas saying there were “positive” indicators in the talks.     "Ukraine will have to make concessions over land that Russia had taken since 2014 in an agreement to end the war, with the resumption of U.S. support to Ukraine contingent on progress made during today’s U.S.-Ukraine meeting in Saudi Arabia, U.S. Secretary of State Marco Rubio said yesterday.     Military officials from more than 30 countries will take part in Paris talks on creating an international security force for Ukraine today, a French military official said yesterday. John Leicester reports for AP News.

    President Trump's Middle East special envoy, Steve Witkoff, is planning to visit Moscow this week to meet with Russian President Vladimir Putin,sources said yesterday.     Ukraine today attacked Moscow with its largest long-range drone bombardment of the war, Moscow’s mayor said. According to the Russian authorities, at least two people were killed and 14 injured in the attack, which also forced four airports in the area to temporarily suspend flights.     "Hamas has offered to hand over the governance of Gaza in exchange for a five-to-10-year truce in its war with Israel, Trump’s hostage envoy Adam Boehler said on Sunday. Laura Kelly reports for the Hill.

    Any further delay in Israel’s reversal of its block on the supply of aid and electricity to Gaza will “further reverse any progress we have managed to achieve during the ceasefire,” the U.N. Humanitarian Coordinator for the occupied Palestinian territories, Muhannad Hadi, said yesterday.     'THE TALKS IN SAUDI ARABIA: 
    After hours of talks with Trump’s team in Saudi Arabia, Ukraine announced it is prepared to agree to an immediate 30-day interim cease-fire, if — the key word — Russia does the same.

    In exchange, the United States agreed to lift its pause on intelligence sharing and military assistance. According to the Ukrainian government’s readout of the meeting, both sides agreed for their leaders to “conclude as soon as possible a comprehensive agreement” on opening Ukraine’s deposit of rare earth minerals to investment from U.S. companies — a key part of negotiations for the U.S. president.

    Trump, speaking from the White House this afternoon, said he would talk to Putin as a next step this week. "I'll talk to Vladimir Putin," Trump said. "It takes two to tango." 

    "I just can't echo enough — President Trump is the president of peace,” Waltz said after emerging from the talks with his Ukrainian counterparts. “That's what he's demanding. And he's willing to take tough measures on all sides to drive that home.”

    This potential breakthrough follows Ukraine launching the biggest drone strike yet of the war on Moscow overnight on Monday in response to Russian forces escalating their attacks in recent days on Ukraine’s energy infrastructure."

    "Russian leader VLADIMIR PUTIN said he isn’t shutting the door to a deal to end the war in Ukraine, but said he had questions about the U.S.-Ukraine proposal on the table for a 30-day interim ceasefire. Those questions may just be a delaying tactic, as Europeans and lawmakers from Trump’s own Republican party voice skepticism that Putin is remotely interested in peace.

    Sen. JOHN CORNYN (R-Texas) gave his own take on X today: “Putin doesn't want peace. He wants conquest.”

    Kremlin negotiator YURI USHAKOV had said that the ceasefire would allow Ukraine to regroup, thwarting its efforts to kick Ukraine back across the border. Putin claimed during a press conference with Belarusian counterpart ALEXANDER LUKASHENKO today that he wanted a deal that would eliminate the “root causes of the crisis,” — apparently with no sense of irony that the crisis was caused by his unprovoked full-scale invasion of Ukraine in what was supposed to be a three-day “special military operation.”

    "Donald Trump will speak to Vladimir Putin today amid concern the US president may sacrifice Kyiv’s interests so he can claim he brokered a peace deal to end Russia’s war in Ukraine. Putin is said to be demanding a suspension of all weapons deliveries to Ukraine during a ceasefire. And in a sign of how comfortable the Kremlin is feeling, Russian energy executives are pitching buyers to purchase Arctic natural gas, claiming that US sanctions will be lifted and the gas will become more expensive next year.

    Moscow’s Ministry of Defence said its forces destroyed 72 Ukrainian drones over various Russian regions overnight, including 36 over the Kursk area. Russian troops also seized the village of Stepove in Ukraine’s Zaporizhia region, the ministry said.

    The Ukrainian Air Force said its air defence units shot down 90 of 174 Russian drones overnight. A further 70 drones were “lost” due to electronic warfare mechanisms.     What Russia wants for a full ceasefire: Bloomberg had scooped this morning that Putin wants an end to all arms shipments to Ukraine, as a prerequisite to agreeing to the pause in its war on Ukraine. At a minimum, Russia would demand a halt to weapons from the U.S. Indeed, “stopping the rearmament of the Ukrainian Armed Forces” was specifically mentioned in Russia’s readout, which called for “the complete cessation of foreign military aid and intelligence sharing.” That could be very difficult for Europe and Ukraine to accept. European leaders fear that it would produce a scenario in which Russia rearms to attack Ukraine again after the ceasefire ends, while Ukraine can’t prepare a defense.

    Public pressure on Trump: The latest Gallup poll shows political downside for Trump in his recent moves to limit support for Ukraine. The share of Americans who think the U.S. is doing too little to help Ukraine has leapt to 46 percent, the highest ever since Gallup started asking in August 2022. That’s mainly due to significant increases from Democrats and independents. Thirty percent of Americans say the U.S. is doing too much, down 7 points from December.

    In the dark: The State Department has axed a contract that funded the Conflict Observatory, a Yale/MITRE initiative tracking and gathering documentation of alleged Russian war crimes, WaPo’s John Hudson reports. The work included a database of tens of thousands of Ukrainian children thought to have been abducted by Russia.     Russia has bombarded Ukraine with 137 drone attacks, leaving about 3,000 people without electricity following damage to critical infrastructure, said the governor of Zaporizhia region, Ivan Fedorov. The governor of neighbouring Dnipropetrovsk, Serhiy Lysak, said the barrage resulted in a fire at another infrastructure facility.

    The Ukrainian Air Force said it shot down 63 of the 137 Russian drones, while Russia’s Ministry of Defence said it neutralised 46 Ukrainian drones overnight."

    "Negotiations with Hamas “will take place only under fire,” Israeli Prime Minister Benjamin Netanyahu said yesterday, adding that the renewed Israeli strikes that killed more than 400 and wounded over 500 Palestinians in Gaza yesterday were “just the beginning.” Israeli air strikes killed at least 13 additional people overnight, the Palestinian Wafa news agency reported today, citing Red Crescent medics.     "Israeli forces yesterday resumed their ground operations in Gaza, entering the Netzarim Corridor to reinstate an Israeli-controlled “partial buffer zone” between northern and southern Gaza. It is unclear how many Israeli soldiers were deployed to the corridor and whether their entrance marked the start of a new ground offensive.     "Ukrainian President Volodymyr Zelenskyy yesterday agreed to Russia’s offer of a 30-day pause in attacks on energy targets during a call with President Trump. It was not immediately clear when or how the pause would take hold, with Zelenskyy adding that “everything will continue to fly” until there is an “appropriate document” setting out the partial truce's terms. Shawn McCreesh, Michael Crowley, and Maria Varenikova report for the New York Times.

    A group of senior military officers from Europe’s “coalition of the willing” will meet today to “start the military planning” for a peacekeeping force in Ukraine, British Armed Forces Minister Luke Pollard said. BBC News reports.

    Kyiv’s military said their air defence units downed 72 of the 171 Russian drones launched at Ukraine overnight. A further 63 drones were reported “lost” due to electronic warfare.

    President Zelenskyy said 40 of those drones were launched at Ukraine just hours after the call between President Trump and President Putin. Zelenskyy also said Moscow has launched more than 1,300 guided bombs, eight missiles, and about 66 long-range strike drones on Kyiv since the first round of ceasefire talks in Saudi Arabia earlier this month.

    Russia’s Ministry of Defence said its units destroyed 57 Ukrainian drones overnight, 35 of which were over the Kursk region. One of the attacks in the southern Krasnodar region ignited a small fire at an oil depot in the village of Kavkazskaya, authorities said.

    Russia’s Defence Ministry accused Ukraine of attempting to “derail” the limited ceasefire agreement, accusing it of a “deliberate” attack on the oil depot.

    Trump’s Middle East special envoy Steve Witkoff told Fox News a US delegation – led by National Security Adviser Mike Waltz and Secretary of State Marco Rubio – is scheduled to meet with a Russian delegation in Saudi Arabia over the weekend to continue talks over Moscow’s war on Ukraine. Witkoff said peace talks would cover “energy and infrastructure in general”."
