These are the cotter pins that came with Ryobi power washer and I have no idea as to how they are supposed to get installed!

I understand but I have dealt with some awfully hard cotter pins of a different design, but I learned how to line up a series of ever larger and larger slotted screwdrivers.loco_engr said:

I start with a sharp utility knife blade and keep working each blade into the opening and twisting the screwdriver stepping up each size. It takes a little practice…but be patient, grasshopper and you’ll get it done! LOL
My only real warning is to be careful and keep your fingers away as accidents CAN happen and any pinched flesh is worst than resulting in a mere blood blister!Re-gasketing the USA one yard at a time -
The regular cotter pin is the equivalent to the math I learned growing up.
Your cotter pin is the equivalent of common core math they teach now.Large, Medium, MiniMax, 36" Blackstone

You may have to wait a day or so, and spend a couple of dollars, but I wouldn't hesitate to just buy simpler cotter pins.
I'm not a fan of introducing sharp blades, and jimmying etc., where tension is involved. Its ended badly, before.#1 LBGE December 2012 • #2 SBGE February 2013 • #3 Mini May 2013A happy BGE family in Houston, TX. -

This, is ridiculous. There's no reason ANY cotter pin should be harder than a stupid key ring to separate, for just about any home use.I start with a sharp utility knife blade and keep working each blade into the opening and twisting the screwdriver stepping up each size. It takes a little practice…but be patient, grasshopper and you’ll get it done! LOL

This is reminding me of some of the obscenely-stupid camera strap attachments that I've run into over the years. Gah.“I'll have what she's having."

I dislike those and the traditional cotter pins. I try to change them out with the hairpin type whenever possible.Flint, Michigan
