    Where is it happening, and with what device? If you have a smartphone and home wifi, try browsing on wifi, then turn off wifi and browse on your carriers signal. If it only happens on home wifi, your router may have been hacked. If it happens on wifi and the carrier the problem may be on your device.

    Check recently installed programs, you may have clicked on adware. If there is some **** recently added that coincides with your problem, remove it. Hope this helps.

    Being in IT over 16 years, one of my favorite programs for getting rid of popups and other spyware/malware is SpyBot. It is free and can be downloaded here:

    http://www.safer-networking.org/dl/ (not sure I am allowed to post this link here)

    Anytime someone brings me their computer to 'fix' because of it running slow, popups, malware, etc. that is the first thing I run on it. Not knocking Windows Defender.. but.. yeah.

    Log into your router, check the DNS address. The default address is something like 192.168.1.1 but you may have to google it. I plugged the DNS address into Google and it somewhere in Europe. Changed it to googles DNS and problem fixed. Hope you figure this out, it drove me nuts for a few weeks!

    Not sure how technical the OP is here, but I am not sure I would suggest the router being hacked just for popups. If the router is properly configured for DHCP Auto Configuration, his DNS is being provided by his ISP.

    @bcsnave - I normally choose Safer-Networking Ltd. #1, 2, or 3. Usually faster downloads.
