Brisket...What went wrong???????

4.5 pound brisket. Cooked 5.5 hour until internal temp reached 190 sing rack an and pan. It came out dry...not tough but not tender either...waht did I do wrong???????

What temperature was the cooker at? That was way too fast for a 4.5 pound brisket using the usual methods.
