Quick help with brisket

I have 5 small flats on right now. They stabalized near 160 like I expected. For some reason, they are now staying at 180 and not wanting to mover higher. Is this normal or should I try to foil and get them to 195.
I started last night and cooked them at 225. When they started moving past 160, I bumped the temp up to 250 and it is sitting there now. Any thoughts???
