Small indirect setup question

I have built an indirect setup for my small ala Old Mike/WooDoggies/Nature Boy and I have a question about the pan which hangs from the fire ring under the grill. I have a steel pan which I plan to cover with aluminum foil. Is this filled pan with water during a cook? Is it only a drip pan?
