Ordered a couple online knowing they were small, but now I'm not sure how to cook them.
Would you cook whole or just do burnt ends?

    Ah, small ribs can be a bit tricky! I'd recommend cooking them whole, at least initially. You can always trim them down or make burnt ends later if you prefer. Cooking them whole will help keep them moist and give you a better chance of getting that tender, fall-off-the-bone texture. Plus, it's always easier to trim or cut them down after cooking than it is to try to cook individual burnt ends from the start.
