OT: my neighbors military uniform

being the curious being that I am  :o
my neighbor's uniform has me very curious about what all the ribbons, buttons and stripes mean.
I'm also curious if this pic reveals his rank.  BTW . . . very nice guy!

    Ribbons are various campaigns/service ribbons. I’ve never seen some of them before, but I wasn’t in the Army.

    No ground pounder here but the top ribbon is the Bronze Star, second one is the Meritorious Service Medal, # 8 looks like the National Defense Service Medal, #9 Southwest Asia Service Medal and that's all I've got.  
    Louisville; Rolling smoke in the neighbourhood. # 38 for the win.  Life is too short for light/lite beer!  Seems I'm livin in a transitional period.

    Gold stripes on the sleeve: at least 16 years of service and never been in trouble, red otherwise - at least for Navy.

    As Battleborn mentioned the ribbons are for various campaigns and service robbons. There are different ribbos for each branch of the service (maybe some common, too). And placement is important.  The link below will take you to "calculators" that list each of the ribbons and where they should be placed.
