Emoticon Question?

Anyone have any idea why I'm having trouble adding an emoticon to a post?
All I'm getting is the symbol, not the actual figure.
Help!

They worked at one time, but now they don't appear to be working. I thought maybe it was only in certain forums, but now I don't know. I'm sure it will get fixed.
