Ok, there is something I simply do not understand.

The first round consists of two teams playing for a 16 seed, two teams playing for another 16 seed, two teams playing for a 12 seed and two teams playing for a 11 seed.

What in the world is up with that? Why are two teams worthy of an 11 seed having to play to get into the second round and 20 teams worse than they are get a bye? Why in the world didn't they have the worst 8 teams play for the four 16 seeds?
