To clarify:
The forum has four areas of the page that can be individually controlled to show, hide, or collapse the content according to your preferences. Once you change these settings, the combination of settings you've chosen will be saved in a "cookie" and used for any pages you view in the future. You can change these settings at anytime. They will be saved auto-magically anytime any individual setting is changed.
If you delete cookies in your browser, the settings will revert back to their defaults. -

Tweeve-tip is correct, though possibly, "... been though all this" could have been omitted; and, there is another possibility that he did not mention.
The banner collapse is indeed controlled by a cookie setting; so, if you delete your cookies, the server won't know when you last viewed the banner so it will reappear. This would also affect, as Tweev said, your settings for the left and right panels, etc. And if your browser refuses our cookies, then banner would refuse to collapse.
What Tweev did not mention is that the cookie contains information about the time the last banner update was done. This means two things, if there were several updates yesterday (e.g. to correct something), it could just seem like it was broken when it reappeared. But if this were the case, then your problem will have gone away by now as we don't do updates that often.
So if you're still having the problem, the other case I can think of is that you need to check your system time. It is used to determine if the content has been updated since you last collapsed the module. If your system time is set incorrectly, then this mechanism could fail.
