I'm a newbie, so can someone tell me the best way to cook ribs to be tender and juicy?

If you want fall off the bone good, be sure to wrap in foil at the three hour mark.

Yes, the last time I did ribs (Memorial Day) we did 2-2-1 2hrs at 220* - wrap in foil for another 2 and then 1hr to add a touch of crisp to finish them off. (Did 4 racks of BBR.) Juicy, and very tender. Used my own dry rub (well, my wife found and modified a recipe then puts it together). YUUUMMMMM...
