It is just an Old saying like ,you cannot look at a man and tell what is on his mind or in his pocket. He could be dressed like a bum but be worth millions.It relates to individuals that talk the talk but cannot walk the walk.The ones that wear Armani suits and Gucchi shoes but cannot make the minimum payments on their credit cards.There could be a train that only pulls a caboose(which they no longer use) that has the loudest whistle ever invented comming through town and rattle your windows.Then the next train passing by may be pulling numerous railcars at maximum capacity and have a whistle that meets the minimum decible level to be considered safe.It ain't the loudness of the whistle that pulls the train.I am not as eloquent as some in describing things but maybe this will explain it better.I guess it is a metaphor. :huh:
