    I don't like to give medical advice publicly on the internet.  I'm a trauma surgeon, specifically published in the area of head trauma (among others).  There's about a 3% chance that your dad has a blood clot in his head that has developed since his recent head trauma.  With that said, if it is not causing him a focal weakness or significant decrease in consciousness - some would debate whether or not it would need to be evacuated regardless of size - in normal conditions.  In COVID-19 conditions, nobody would/should operate on him unless he has a specific neurologic deficit.  So, I would not take him to a medical facility currently for his head.  

    The question of "Why is he falling?" is another reason why you might seek care.  But that should have been worked up when he sustained his head injury - and in most old folks the answer is "we can't find anything treatable/correctable".  With that said, a telemedicine visit with a doc and checking his blood pressure and heart rate regularly might help you sort this out.  It may not change what you do, but it might give you some peace of mind.
