    Caution in Kyiv

    With President Trump’s Army secretary in Ukraine, the U.S. has threatened to cut intelligence and weapons support to pressure Kyiv into accepting the White House’s latest and reportedly lopsided attempt to stop the Ukrainian effort to expel Russia’s invasion force, Reuters reported in a short update Friday. Officials familiar with the matter said the U.S. delegation wants Ukraine to agree to the new terms by next Thursday, which of course is Thanksgiving here stateside.  

     

    Why apply such pressure? Kyiv has previously rejected many of the conditions of the Russia-friendly deal. (Here’s a list.) The Wall Street Journal echoes that message with a report Friday teasing for their readers, “The leaked proposal reveals Ukraine would have to cede territory, while Russia would receive incentives.” 

     

    Read the text of the Trump administration’s 28-point plan via Reuters, which was one of several outlets to get their hands on the draft document Thursday.

    Analyst reax: There is very little chance this deal goes through because Ukraine is highly unlikely to agree to it, according to Byron Callan of Capital Alpha Partners. Moreover, he argued Thursday, it’s such a bad deal that it will push Ukraine to rely less on Washington and more on Europe, further reducing the chance that Trump can accelerate an end to the conflict.

     

    Second opinion: If reports of the 28-point text are true, the “plan amount[s] to Ukraine’s full capitulation to Russia’s original war demands,” a half-dozen analysts at the Institute for the Study of War warned atop their latest battlefield assessment

     

    “There are no provisions in the reported peace plan in which Russia makes any concessions, and ISW continues to assess that accepting Russian demands would set conditions for renewed Russian aggression against Ukraine,” the analysts add. 

     

    Bigger picture: “The Kremlin continues to use a combination of economic incentives and nuclear saber-rattling to extract concessions from the United States to normalize US-Russian relations without making reciprocal concessions to end the war,” ISW writes. "

    The latest on the Russia-Ukraine "peace deal:"

    Top United States officials are holding talks with Ukrainian and European diplomats in Geneva to discuss US President Donald Trump’s peace plan aimed at ending the nearly four-year-old war between Russia and Ukraine.

    But the so-called 28-point plan pushed by the Trump administration has alarmed Ukraine and its European allies, who see it as a capitulation to Russian demands, particularly territorial concessions and limits on the size of Ukraine’s military.

    Trump had set a November 27 deadline for Ukraine to accept his peace plan, but after pushback from European leaders, Washington appears to have softened its stance, with Trump saying the plan did not represent a “final offer” for Ukraine.

    This will likely create some wriggle room for diplomacy at the high-stakes talks in Geneva, Switzerland.

    So, why are Ukraine’s European allies opposed to the draft plan? Who’s participating? What’s on the agenda in Geneva? And does the plan favour Moscow?

    What’s on the agenda at the US-Ukraine talks in Geneva?

    The talks are an attempt to reconcile the contentious draft peace plan, as Kyiv and its European allies want Kyiv’s long-term security interests protected.

    Representatives from Ukraine, Germany, France, the United Kingdom, and the European Union will join top US officials, including US Secretary of State Marco Rubio and Special Envoy Steve Witkoff, to discuss how to end the war – Europe’s deadliest since World War II. Ukraine’s President Volodymyr Zelenskyy has said there will also be a Russian presence.

    The talks, Al Jazeera’s Hashem Ahelbarra said, “could be the most decisive moment for Ukraine”.

    “There is a great deal of anxiety among Ukrainians and Europeans about the nature of the 28-plan drafted by the Americans,” said Ahelbarra, reporting from Geneva.

    “The concerns are about the territorial concessions: We’re talking about Luhansk, Donetsk and Crimea, which the Ukrainians, as per the plan, have to give up in exchange for the potential of a permanent deal with Russia. They have to freeze the front lines, particularly in Kherson and Zaporizhia.

    “The third element is the reduction of the capacity of the Ukrainian armed forces from 900,000 soldiers to 600,000, and this is widely perceived by the Ukrainians as a major concession they cannot afford to make,” Ahelbarra said.

    In a post on X on Sunday, Zelenskyy said he hopes “there will be a result”.

    “The bloodshed must be stopped, and we must ensure that the war is never reignited,” the Ukrainian leader said. “I am awaiting the results of today’s talks and hope that all participants will be constructive. We all need a positive outcome.”


    Why are European leaders raising concerns about Trump’s peace plan?

    Ukraine’s European allies say the current peace plan does not address Ukraine’s security concerns. They say Russia cannot be rewarded with territory for invading Ukraine.

    European Commission President Ursula von der Leyen said on Sunday that “any credible and sustainable peace plan should first and foremost stop the killing and end the war, while not sowing the seeds for a future conflict”.

    She spelled out three elements required for a just and lasting peace, stating that borders should not be changed by force, that there should not be a cap on Ukraine’s military, and that the EU should be central to securing peace for Ukraine.

    “Ukraine must have the freedom and sovereign right to choose its own destiny. They have chosen a European destiny,” von der Leyen said.

    On the sidelines of the Group of 20 (G20) summit in Johannesburg, South Africa on Saturday, European and other Western leaders pushed back against Trump’s plan, saying it required “additional work”.

    “We are ready to engage in order to ensure that a future peace is sustainable. We are clear on the principle that borders must not be changed by force,” said a joint statement signed by the UK, Canada, Finland, France, Spain, Italy, Japan, the Netherlands, Germany, Norway and the Republic of Ireland.

    The statement noted that the allies were “concerned by the proposed limitations on Ukraine’s armed forces, which would leave Ukraine vulnerable to future attack”, adding that any decisions regarding NATO and the EU would require the consent of member states.

    Russia invaded Ukraine in February 2022 and has since captured large parts of the eastern Donetsk and Luhansk region. Moscow had annexed the Crimean Peninsula in 2014.

    According to Trump’s draft plan, Crimea, Luhansk and Donetsk will be recognised as de facto Russian territory. Ukrainian forces will be required to withdraw from parts of Donetsk that they currently control, while Kherson and Zaporizhia will be frozen along the line of contact.

    The proposed plan would also see Ukraine cut its army and renounce its ambitions to join NATO, which has been a major sticking point in the earlier proposals. The size of the Ukrainian armed forces will be limited to 600,000 personnel.

    German Chancellor Friedrich Merz said that he spoke with Trump in a long phone call on Friday and conveyed that Europe needed to be a part of any peace process.

    “An end to the war can only be achieved with the unconditional consent of Ukraine,” Merz said during the G20 summit briefing. “But we are still quite a way from a good outcome for everyone.”

    Von der Leyen noted that a key principle for Kyiv’s European allies was “nothing about Ukraine without Ukraine”.

    Speaking with reporters ahead of the G20 summit, UK Prime Minister Keir Starmer said, “Time and again, Russia pretends to be serious about peace, but their actions never live up to their words.”

    French President Emmanuel Macron said on Saturday that Russia would “betray” its promise and “come back” if there are no elements of deterrence and if Ukraine were to cut its army size and follow Trump’s plan.

    In a post on X, Macron welcomed US efforts to bring peace, but said that the current proposal “must be strengthened” and “Ukraine must never be left vulnerable”.

    Macron wrote, “Everyone wants peace – except Russia, which continues to stubbornly bomb Ukraine”, adding that support for Ukraine was “decisive”.

    EU’s foreign policy chief, Kaja Kallas, said: “Russia has no legal right whatsoever to any concessions from the country it invaded.”

    But US Vice President JD Vance has rebuked criticism of the peace plan.

    “There is a fantasy that if we just give more money, more weapons, or more sanctions, victory is at hand,” the vice president posted on X on Saturday. “Peace won’t be made by failed diplomats or politicians living in a fantasy land. It might be made by smart people living in the real world.”


    What has Ukraine’s Zelenskyy said about the plan?

    Zelenskyy said that Ukraine was trying to defend its sovereignty while retaining the support of its most important ally, the United States. Trump had said Zelenskyy can “fight his little heart out” if he rejected the proposal.

    “Now is one of the most difficult moments of our history. Now, the pressure on Ukraine is one of the heaviest. Now, Ukraine can face a very difficult choice — either losing dignity or risk losing a major partner,” Zelenskky said.

    In a 10-minute speech outside the presidential palace, Zelenskyy said that if his country follows through on the proposed plan, it would leave Kyiv “without freedom, dignity and justice”.

    Accepting the plan, which has been widely viewed as favouring Moscow, would also mean believing “someone who has already attacked us twice”, said Zelenskyy.

    “I will present arguments, I will persuade, I will propose alternatives,” said the Ukrainian president. He then referred to the Russian invasion in February 2022, saying: “We did not betray Ukraine then, we will not do so now.”

    On Sunday, Zelenskyy said that Ukraine’s focus at the talks is “on working as constructively as possible on the steps proposed by the United States”.

    “We are working to ensure that the path toward ending the war is real and that the principled elements are put into action,” he said after a call with Canadian Prime Minister Mark Carney.

    Does Trump’s peace plan favour Moscow?

    European leaders are concerned that Trump’s proposal heavily favours Russia, which has been seeking to control all of the Donetsk and Luhansk regions. Moscow currently holds parts of that territory, though it has been slowly gaining more ground on the battlefronts.

    A group of US senators said on Saturday that they were told by Rubio, who is also Trump’s national security adviser, that the widely leaked draft peace plan did not reflect the US position, but was a Russian “wish list”.

    “It looked more like it was written in Russian to begin with,” Senator Mike Rounds, a Republican from South Dakota, said at a security conference in Canada.

    However, Rubio denied the assertions, insisting that the plan was “authored by the US” and it was “based on input” from both Russia and Ukraine.

    Rounds said he had been assured that the plan was presented to Witkoff, Trump’s overseas envoy, by “someone … representing Russia”. The senator continued: “It is not our recommendation. It is not our peace plan.”

    Later, a US Department of State spokesperson said Rounds’s account of his conversation with Rubio was “blatantly false”.

    Russian President Vladimir Putin, meanwhile, said Washington’s 28-point plan could “lay the foundation for a final peace settlement”.

    Putin also threatened to seize more territory if Ukraine does not accept the proposal, warning that the reported capture of the Ukrainian city of Kupiansk “will inevitably be repeated in other key areas of the front line”.

    Speaking from Kyiv, journalist Audrey MacAlpine said Russia has been making battlefield gains in regions of Ukraine where the peace proposal would hand it territory along the line of contact.

    She told Al Jazeera that Moscow had carried out overnight attacks on Kherson and Zaporizhia, two regions where Russia would gain de facto control under the 28-point plan being discussed in Geneva.

    “No doubt Russia is trying to make gains in these particular regions, and they’ve been successful,” she said. “They’ve been making slow but concerted gains.”

    Monday Middle East update:

    "A senior Hamas delegation yesterday met with Egypt's chief of intelligence to discuss the ceasefire agreement and the situation in Gaza, Hamas said in a statement. Hamas said it reaffirmed its commitment to implementing the first phase of the ceasefire agreement during the meeting in Egypt, but accused Israel of “continued violations” that threatened to undermine the deal. Hamas called for a “clear and defined mechanism” under the supervision of mediators to document and halt any breaches of the deal. Nidal Al Mughrabi and Ahmed Shalaby report for Reuters.

    The Israeli army yesterday killed Hezbollah’s chief of staff, Haytham Tabtabai, in an airstrike in Beirut’s southern suburbs, according to a military statement. The strike killed five people and wounded 25 others, according to the Lebanese Health Ministry. Hezbollah confirmed Tabtabai’s death. “Hezbollah’s leadership is studying the matter of response and will take the appropriate decision,” Deputy Chair of Hezbollah’s political council Mahmoud Qamati told reporters.     Monday Russia-Ukraine update:

    "Ukrainian and U.S. officials met yesterday in Geneva for talks on the U.S.-proposed plan to end the war with Russia. In a joint statement, the two nations confirmed that “as a result of the discussions, the parties drafted an updated and refined peace framework.” The statement added that “Ukraine and the United States agreed to continue intensive work on joint proposals in the coming days.” Rubio said he was “very optimistic” that an agreement could be reached “in a very reasonable amount of time.” There was no comment from the Kremlin yesterday about the talks in Geneva. A U.S. official said that plans for separate talks between the United States and Russia were underway. Cassandra Vinograd and Nick Cumming-Bruce report for the New York Times.

    While the talks were in progress in Geneva, Trump yesterday criticized Zelenskyy in a post on social media, saying “UKRAINE ‘LEADERSHIP’ HAS EXPRESSED ZERO GRATITUDE FOR OUR EFFORTS,” adding “AND EUROPE CONTINUES TO BUY OIL FROM RUSSIA.”  Zelenskyy said that his delegation in Geneva is focussed on finding “doable solutions” to end the war.     French President Emanuel Macron said the European Union (EU) should continue to provide financial support for Ukraine and that he remains confident in Zelenskyy’s ability to improve his country’s track record against corruption, adding that Kyiv’s path to EU membership would require rule of law reforms.

    Meanwhile, Hungarian Prime Minister Viktor Orban accused EU leaders of deliberately prolonging the war, which he claimed Ukraine has “no chance” of winning. He also described ongoing EU support for Kyiv in the conflict as “just crazy”."

    Monday Southern Command update:

    "Gen. Dan Caine, chairman of the Joint Chiefs of Staff, is set to visit Puerto Rico and one of the Navy warships dispatched to the Caribbean Sea today.The stated reason for the trip is to thank troops ahead of Thanksgiving, according to two U.S. officials. One official said that Caine is expected to consult with commanders on the armada’s preparations for Operation Southern Spear. Eric Schmitt reports for the New York Times.

    The United States is ready to launch a new phase of Venezuela-related operations in the coming days, four U.S. officials told Reuters. Two of the sources said that covert operations would likely be the first part of the new action against Venezuelan President Nicolas Maduro. Reuters was not able to establish the exact timing or scope of the new operations. Three international airlines cancelled flights departing from Venezuela on Saturday after a warning of a “potentially hazardous situation” when flying over Venezuela from the Federal Aviation Administration on Friday.     Tuesday Russia-Ukraine update:

    "President Trump’s 28-point peace plan to end the war in Ukraine now has 19 points following negotiations in Geneva, according to a Ukrainian official. A source told ABC News that the updated peace agreement no longer includes a strict limit on the size of the Ukrainian army, nor does it include a provision granting amnesty for acts committed during the war. “As of now, after Geneva, there are fewer points, no longer 28, and a lot of the right things have been taken into account in this framework,” Ukrainian President Volodymyr Zelenskyy said yesterday. It remains unclear exactly what points were removed. David Brennan reports.

    U.S. Army Secretary Dan Driscoll is set to meet with Russian officials in Abu Dhabi today to discuss the latest version of the peace framework negotiated in recent days between U.S. and Ukrainian officials in Geneva, according to a senior U.S. official. Paul McLeary reports for POLITICO

    The Kremlin said yesterday that a European counter-proposal to the U.S. peace plan was not constructive and simply would not work for Russia.The European plan significantly changed the meaning and significance of key points on NATO and ceding territory, as outlined in Trump’s 28-point plan. Vladimir Soldatkin reports for Reuters.  

    Ukrainian President Volodymyr Zelenskyy said a proposed peace plan now under discussion with the United States and Europe has incorporated “correct” points, but sensitive issues still need to be discussed with US President Donald Trump.  Zelenskyy added that if negotiations proceeded on resolving the war, “there must be no missiles, no massive strikes on Ukraine and our people.”

    Trump also hinted at new progress in the talks, which took place in Geneva. “Is it really possible that big progress is being made in Peace Talks between Russia and Ukraine??? Don’t believe it until you see it, but something good just may be happening,” he wrote on Truth Social.

    A senior official told the AFP news agency that the US pressed Ukraine to accept the deal in Geneva, despite Kyiv’s protests that the plan conceded too much to Moscow. The official said Washington did not directly threaten to cut off aid if Kyiv rejected its deal, but that Ukraine understood this was a distinct possibility.

    White House Press Secretary Karoline Leavitt clarified that there is no meeting scheduled between Trump and Zelenskyy this week, amid reports of a possible trip by the Ukrainian leader to the US capital."

    "Trump told his advisers that he is planning to speak directly with Venezuelan President Nicolás Maduro, administration officials told Axios. The sources said Trump’s decision could be a sign that U.S. strikes or direct military intervention in Venezuela are not imminent. "Nobody is planning to go in and shoot [Maduro] or snatch him - at this point. I wouldn't say never, but that's not the plan right now," according to one official. Marc Caputo reports."

    That latest on the peace dancing from the BBC: 

    "A "common understanding" had been reached with the US on a draft peace deal aimed at ending the war with Russia, Ukraine has said. No proposed deal has yet been signed off, but Ukrainian President Volodymyr Zelensky said he was ready to meet Trump to discuss "sensitive points", with his administration aiming for a meeting before the end of the month. Trump said he hoped to meet with both Zelensky and Russian President Vladimir Putin "soon" but only when a deal had been reached or is close. He added he had instructed his officials to meet with both sides. The Kremlin previously said Russia had not yet been consulted on the new draft deal - warning it may not accept any amendments to last week's plan, which was widely seen as favourable to Moscow."

    "President Trump said yesterday that “the original 28-Point Peace Plan…has been fine-tuned, with additional input from both sides, and there are only a few remaining points of disagreement,” adding that he will “ONLY” meet Ukrainian President Zelenskyy and Russian President Vladimir Putin “when the deal to end the War is FINAL or, in its final stages.” Trump announced that United States Special Envoy to the Middle East Steve Witkoff will meet with Putin next week and Army Secretary Dan Driscoll will hold another meeting with the Ukrainians, following his talks with Russian officials in Abu Dhabi yesterday.     Zelenskyy wants to meet with Trump “as soon as possible,” to finalize a joint U.S.-Ukrainian agreement on the terms for ending the war, Zelenskyy’s chief of staff Andriy Yermak told Axios. While U.S. and Ukrainian officials have agreed in principle on most aspects of the now 19-point plan, Zelenskyy wants to negotiate on the matter of territorial concessions himself with Trump, Yermak said.     Bloomberg News yesterday reported that Steve Witkoff had a phone call last month with a senior Russian official, Yuri Ushakov, to suggest they work together on a peace plan for Ukraine and said Putin should raise the idea with Trump, giving advice on how Putin should pitch it. The White House yesterday did not dispute the veracity of the reported call transcript and praised Witkoff for his discussions with Russian officials. “It’s a standard thing,” Trump said, adding, “that’s what a dealmaker does.” Alexander Ward reports for the Wall Street Journal."

    Thursday Russia-Ukraine update:

    "UKRAINE LATEST: In rapidly changing negotiations over the Ukraine war, Secretary of State Marco Rubio said the U.S. doesn’t want to provide security guarantees to Ukraine until after a peace agreement is reached, POLITICO’s Paul McLeary and Jack Detsch scooped. Rubio’s comments Tuesday to European allies also sought to reassure them that Trump will make sure Ukraine is safe, but Kyiv’s supporters on the continent remain worried that the U.S. is tilting too much toward Russia. The State Department contested this story, saying the security guarantees will have to be part of the deal itself.

    Russian officials expressed caution over the prospect of a quick peace deal. Kremlin spokesperson Dmitry Peskov said that while negotiations are “ongoing” and “serious”, it is “premature” to suggest a deal is imminent.

    Russia’s Deputy Foreign Minister Sergey Ryabkov said Moscow is not ready to publicly discuss the Trump administration’s recently modified peace plan, but that it will not budge on its key demands. “The overall success of this process is not guaranteed,” he said.

    Friday Russia-Ukraine update:

    "Ukrainian President Volodymyr Zelenskyy said Ukrainian delegations will meet with those from the United States this week to work out a formula discussed at talks in Geneva to bring peace and provide security guarantees for Kyiv.

    Putin said that the draft peace proposals discussed by the US and Ukraine could become the basis of future agreements to end Moscow’s war on Ukraine, but if not, that Russia would fight on.

    Putin also called the Ukrainian leadership illegitimate and said it was senseless to sign any peace documents with them.

    The Russian president said the Ukrainian leadership lost legitimacy after refusing to hold elections when Zelenskyy’s elected term expired. Kyiv says it cannot hold elections while under martial law and defending its territory against Russian attacks.

    Zelenskyy will not agree to give up land to Russia in exchange for peace, the Ukrainian president’s chief of staff, Andriy Yermak, told the US magazine The Atlantic.

    “As long as Zelenskyy is president, no one should count on us giving up territory. He will not sign away territory,” Yermak said.

    German Chancellor Friedrich Merz said that even after a peace agreement with Russia, Ukraine will need strong armed forces and security guarantees, while no territorial concessions should be forced on the country.

    “We view the efforts of the US government to find a solution here very positively. However, we also say that the security interests of Europeans and also the security interests of Ukraine must be safeguarded,” Merz said.

    Russian Ministry of Foreign Affairs spokeswoman Maria Zakharova said Ukraine’s membership in NATO remains unacceptable to Moscow.

    “For us, the threat is still the expansion of NATO,” she told reporters. “NATO’s desire to pull Ukraine into its orbit remains a threat to us.”"

    "In a video address to the nation, Zelenskyy said that senior Ukrainian officials representing the military, intelligence and Foreign Ministry would soon participate in talks with Washington officials on how to end the conflict.

    Kremlin spokesman Dmitry Peskov has said that Russia expects to have information on the agreed points of a proposed peace plan by the time a US delegation arrives in Moscow next week. Peskov said that Moscow is working on the assumption that it is negotiating the plan solely with the US.

    Blasts have rocked two vessels from Russia’s shadow fleet of sanctioned oil tankers in the Black Sea, near Turkiye’s Bosphorus Strait. The 274-metre-long (898 ft) tanker Kairos suffered an explosion and caught fire in the Black Sea while en route from Egypt to Russia, Turkiye’s Ministry of Transport said. It said emergency response vessels were immediately dispatched to the scene, and the 25 crew members on board were safely rescued.

    Russia has failed to win enough votes to rejoin the United Nations shipping agency’s governing council despite urging countries to back its nomination for a seat it lost in 2023.     Sunday Russia-Ukraine update:

    "Russian attacks on Ukraine overnight on Saturday killed six people and wounded dozens of others across the country, and cut power to 400,000 households in Kyiv.  Ukrainian President Volodymyr Zelenskyy said Russia had launched about 36 missiles and nearly 600 drones in the attack, and emergency services said at least two of the six deaths and 38 injuries were reported in the capital.

    Russia’s Ministry of Defence confirmed launching the “massive” attack, claiming the strikes were aimed at Ukrainian military-industrial and energy facilities, in response to what it called “terrorist attacks”.

    The ministry said on Saturday evening that it had shot down 158 Ukrainian drones and two long-range missiles over the past day, while the Russian state TASS news agency reported that Ukrainian drone attacks had wounded one person in Russia’s Belgorod region and five in the Volgograd region."

    "U.S. and Ukrainian officials met yesterday in Miami for further discussions on the U.S. peace plan. “We had a very productive session," Secretary of State Marco Rubio said yesterday after the talks, adding “there is more work to be done.” Neither Rubio nor Ukraine’s national security adviser Rustem Umerov revealed details of the discussions. U.S. envoy Steve Witkoff and Jared Kushner, who took part in the negotiations yesterday, are expected to meet with Russian President Vladimir Putin tomorrow to present the latest plan.     Secretary of State Marco Rubio said the discussions on Sunday were “productive” but that there is “more work to be done”. “This is delicate. It’s complicated,” he said.

    Rubio said the US has been in touch “in varying degrees” with Russian officials and has “a pretty good understanding of their views as well”.

    The talks came a week after Rubio and Ukrainian negotiators met in Geneva, Switzerland, to revise Trump’s peace plan, which was initially criticised as a Russian wish list.

    The sit-down set the stage for Witkoff’s planned meeting with Russian President Vladimir Putin, which Trump earlier signalled would take place this week.

    Putin said the US draft, which has not yet been published, could serve as a “basis for future agreements”, adding that his talks with Witkoff should focus on the Russian-occupied Donbas and Crimea regions."

    "Ukrainian President Volodymyr Zelenskyy yesterday met with French President Emmanuel Macron in Paris to discuss European support and the current peace proposal, as the U.S.-led effort to end the war with Russia progresses this week. Zelenskyy told reporters that Ukraine’s priority is getting security guarantees and maintaining its sovereignty, adding “to be frank, the topic of territories is the most complicated.” Macron stressed that only Kyiv can make decisions about whether to cede any territory.     "Hegseth said yesterday in a Cabinet meeting that he watched the first strike on an alleged drug vessel live on Sept. 2, but that he did not “personally see survivors” after the initial strike on the boat that was later hit with a subsequent strike. Hegseth said he left and only learnt hours later that Adm. Frank Bradley made the call for a second strike in order to sink the boat.     Why Trump Has Failed to Deliver Peace in Ukraine

    At The New Statesman, British historian and close Ukraine-war observer Lawrence Freedman laments a feckless process. Summing up the state of play, Freedman writes that Ukrainians don’t want to concede more territory, as the Kremlin demands, but “would nonetheless welcome a ceasefire—even though ending the war at the current line of contact would leave Russia occupying around a fifth of their territory.” Putin, by contrast, “wants to keep going. To stop without any of his core objectives achieved would highlight his original folly … He has therefore refused a ceasefire until a full political settlement is agreed, which could take months of haggling. … This is the main, though not the only, reason that Donald Trump has been denied the opportunity to preside over a peace deal. He came to office convinced that Putin was also keen on a ceasefire and that the main problem was [Ukrainian President Volodymyr] Zelensky’s obstinate determination to chase the Russians out of the territory they’d occupied. It took several rebuffs from Putin to disabuse him of this notion.”
     
    Finding confusion and vagueness in the latest peace proposal—hatched by Witkoff and Russian sovereign wealth fund CEO Kirill Dmitriev—Freedman sees Trump see-sawing more generally. The US president appears to support Ukraine in one moment, then revert to believing Ukrainian intransigence is the real problem, turned in different directions by his meetings with Putin, European leaders and Ukrainian President Volodymyr Zelensky. “If Putin continues with his stubborn refusal to back down from his maximalist demands, he may miss his best opportunity to cut a deal with a sympathetic US president,” Freedman writes. “But his preference may simply be to find a way to keep the conversation with the Americans going, stringing them along with a peace process that cannot be quite declared dead even if it is making no progress.”

    President Donald Trump has said the path ahead for peace in Ukraine is unclear after what he called “reasonably good” talks with Russian President Vladimir Putin on Tuesday. Special envoy Steve Witkoff and Trump adviser Jared Kushner spent hours at the Kremlin but departed with no breakthrough on ending the war.

    Trump said Witkoff and Kushner briefed him about the talks and told him their impression of Putin was “he would like to make a deal”. But Trump added that he “can’t tell” what will come out of the meeting “because it does take two to tango”. He added that Washington already has “something pretty well worked out [with Ukraine]”.

    Asked if it would be correct to say that Putin had rejected Washington’s proposals, Kremlin spokesman Dmitry Peskov disagreed. “A direct exchange of views took place yesterday for the first time,” Peskov said. “Some things were accepted, some things were marked as unacceptable.
