Dollar Test

I am assuming that the dollar should have the same resistance on any spot on the grill?
I replaced my gaskets and have struggled to get the bands right after this.
The dollar is very tight at 6'oclock. (Front of grill).  As I progress to 3 or 9 or 12 the dollar has very little to no resistance.
At this point I have no idea how to make any further adjustments to the bands.
