IE 9 response box?

When I open a thread the comment box does not have the editing tools. I am using IE 9. Does anyone else have that problem. In starting this thread, the editing tools are present in the typing box.

I don't know what I have but, I know I can't get the toolbar to show up.

Right click anywhere near the top of the IE 9 window...next to one of the tabs as along as it is a "vacant" area. You will get a menu allowing you to customize. Having issues being able to make comments inside threads. Cannot get cursor to appear inside the comment box.
