Band Problems

Have had the egg for 3.5 years and have already replaced the gasket. I noticed the band starting to act up the other evening. The dome was not closing properly (I do lots of HOT cooks (T-Rex steaks, pizzas, etc). I went to take the dome off and to my dismay, it appears my spring-loaded band is all jacked up. I removed it properly, using the plastic cable ties, etc.
As I had properly placed the dome back on and was beginning to put the band back on, to my dismay I could not get the dome band to go into place. I decided to risk life, limb, and teeth and removed CAREFULLY the cable ties. You can see (in the picture) the band does not even release. It is literlly stuck in the 1/2 up position (perhaps this is where it's supposed to be). What do I need to do? Do I need to carefully adjust a bolt or two? Please advise. Thanks.

I would loosen the bolt on the base band, install it back on the based and tighten the bolt until you can't tighten any further. Making sure the band is seated properly.
Then install the dome and repeat.
