Where do you add pics?

I used to be able to add pics from my computer, but don't seem to be able to locate the place to do it now. How do you do it?

Thanks....only problem is, that bar thats shown in your response, including the place to choose files, is nowhere to be found when I start a thread, or respond to a thread. It used to be there, but has disappeared!!

Mine comes and goes on my phone too. No rhyme or reason for when it's there and when it's not.
