I believe I have put everything together correctly. Everything is as tight as it can be, I am concerned because the wheel leans a bit. Do I have the brackets installed right?

I would put the top bracket you have in the middle. would make everything more flush

I would too. It would just make more sense to me that way.

to correct your picture do this:
the leg in the middle goes on the very bottom, the long straight bar goes in the middle, and the supports sit on top of it all.

Thanks all, I thought it looked odd. By the instructions it looked like this way was correct.
