need help for beef short ribs

I cooked some beef short ribs tonight that were very tasty, but a little chewier than I would have liked. I am looking for suggestions. Here is what I did: used a dry rub overnight in the fridge. Cooked between 200-250 indirect for 3 1/4 hours. Put directly on 275 grill for 45 minutes and basted with marinade every 10 minutes. As I said, very tasty, but I am looking for falling-off-the bone tender and I didn't get it. Suggestions?
