Are these really beef short ribs? (Actual question)

The package titles them as that. Looking on the Internet though the pics look a lot different. Went 250 indirect. Their almost done.VA Beach

Yes those are beef short ribs. That is the way I usually see them as well. I think they take a larger slab of beef ribs and cut them across the bone and then into individual ribs.
Which came first the chicken or the egg? I egged the chicken and then I ate his leg. -

@SmokeyPitt - for the past year of so I have been able to get them pre-cut at the local Kroger meat counter. When I get them they always look like your illustration above-and generally that hunk weighs in at 7+ lbs of brisket on a stick. FWIW-Louisville; Rolling smoke in the neighbourhood. # 38 for the win. Life is too short for light/lite beer! Seems I'm livin in a transitional period.

Yes, they are definitely short ribs. Hard to tell from the pics if they are chuck or plate ribs.
Tho' both sections have a portion of the same muscle, the chuck portion is tougher. My experience is that those benefit from foiling.
Here are 2 drawings. The 1st is of chuck cross section bones. Notice how they differ from the following plate section. Some portions of the chuck ribs can be almost flat, so individual pieces may be hard to identify. Usually the bones are close to round or elliptical. The plate section bones are much flatter, rarely roundish. And they can overlap at an angle.
