Port Forward for Stokers

I gave up on this for the last couple of years and I'm trying to get it to work again. Here is a screen shot of my router's setting. I have a static IP and I enter http://xxx.xx.xxx.xxx from outside of my home network (when I had a Blackberry phone) and it worked. Now I have an Android and I use chrome or firefox, both browsers won't display my Stokers. Is there something I'm missing? I know I'm opening up my port but I want to get it working first and then start changing my port number ect.

Type (what's my IP address ) in google search then enter IP address in address bar and hit enter and what happens

It displays my static IP address.

That's right type in address bar and see if it will go to stoker page

I have my home network going to an access point and that is cat5 wired into my stokers. If I remove it, everything works. I remember turning up the security encryption and I think that is where my block is.
