I'm planning Baby Backs today and we're socked in a 70's and all day rain in Atlanta. I'm going with 5-0, 225-250 indirect w/ apple wood, mustard and dizzy dust rub. I may finish with Bone Suckn' - game time decision.
Will the rain and cooler conditions impact holding the temp, especially over a 5 hour period?

I have noticed a slight difference when the rain comes in the middle of a cook. I think it cools the dome just a bit. No big deal. And FWIW I've done ribs at the temps and method you listed. The last set I did I rolled at 275℉ for roughly 4-5 hrs uncovered and rotated raised grid to bottom grid and vice versa at about the 2-2.5 hr mark. Pulled after passing the bend and toothpick test. For me this produced better results. (@danv23 recommended 275℉ dome to me and truthfully I settled in at that temp by accident and just left it there. @THEBuckeye . I've egged at 20° with 20mph winds and snow blowing sideways for 14 hours. I know I've egged at lower temps than that, just not with the wind and snow. Others on the forum probably have egged in much worse conditions.
Not trying to say I walked 5 miles to school barefoot or anything, just wanted to give you an example.
Once you get your desired temp dialed in, the egg will stay there if all is good with lump and airflow. If your going 250°, you can burn for way longer than 5 hours. Check out this link of my cook last April.
