help! how to make regulation

1)help how to make the adjustment ring or mechanism, back flat, the front part of 3-5 mm after the tension ring is moved back, I want to move forward on the 2 mm
2)and the second question. What paint scratched metal part, after the delivery and installation, that they would not rusted?

Maybe i'm lucky, but mine has always just lined up. I do torque the band bolts so I know they are adjusted very close to the same level.I loosen both bands, position the hinge close to center and then start to snug the bands together. SWMBO helps by applying some downward pressure (I no longer refer to her assistance as being dead weight, thank you very much) The bands just seem to find their own sweet spot and are tightened together to specified 120 inch pounds.Delta B.C. - Whiskey and steak, because no good story ever started with someone having a salad!

Depending on how bad it is...
Take the band's off, sand, prime and paint with hi temp spray paint
Mask off the area well and do the repairs with the egg assembled.

If just a small scratch, what about just dabbing some high-temp paint on with a qtip or something?
