in a fit of desperation . i went to the help section in photobucket read the instructions. i realize that reading the instructions is un manly but i was desperate [and sober ;) ] said instructions were that internet security level should be set to medium [i.e 7 ] i was on medium high once i changed to medium it worked fine .
go to tools > internet options > security and move the slider down to medium .
once out of photobucket i am going back to medium high.
