since underpants seem to occasionally get knotted as far as recipes and authorship go, it might be best to have a policy on the recipe submission page.

copyright issues aside (which are clear, but still seem to create confusion), there are ad hoc policies that have been established on-line by foodie forums, food-related blogs, and among peers in the cooking industry. a typical approach to clarifying a policy can be found here:

it's got some holes, and is a bit over-long, but something similar might help here, or at least serve to cover the forum's own backside, as far as against any claims by someone that this site might be hosting a recipe (or three) that is "stolen".
