OT meat grinder seized together

Hey guys I need a little help.
I have a meat grinder that is attached to the same engine as belt and engine as my meat saw. I had it all apart and someone put it back together without me knowing. I started the meat saw and it wouldnt turn, I ended up figuring out that a) the grinder was put together wrong and the motor was torquing the grinder against itself or b) the end cap is simply seized on. Regardless I get the threaded end cap off in order to look at it further.
I have a buddy that works with metal so we've already tried heating it up etc. Our last resort is penetrating oil and this is where my question is. If we use the penetrating oil is there a way of cleaning it off to ensure food safety. Is there something else I should try.
